DIRECTOR, HARBOR HOUSE

LOCATION: Idaho Falls, ID

MINIMUM QUALIFICATIONS:

  • Education and Knowledge: Minimum of a Bachelor’s degree in Social Work or related human services field. (Master’s degree preferred.) Experience working within a residential setting preferred. Knowledge of adolescent substance abuse and peer group treatment desired. Ability to develop good working relationships and maintain contacts with community and contract agencies. Knowledge of facility operation.
  • Experience and Skills: Minimum of two years experience in a supervisory capacity. Ability to handle multiple tasks at the same time. Ability to develop and operate within budgetary guidelines.
  • Driver’s License: Must have a valid Idaho’s driver’s license or obtain one within 30 days of hire, as a condition of employment.
  • Certification: Must hold current certifications in first aid, CPR, physical/non-physical crisis intervention, or complete the requirements for certification within 90 days of hire, as a condition of employment.
  • Health: Must have the physical ability to perform core job duties and responsibilities. For this reason must be in good health as certified by a physician within 30 days of hire.
  • Other: Must be at least 25 years of age. Must not possess a criminal record or obtain a criminal history clearance from the Idaho Department of Health and Welfare.

WORKS UNDER THE GENERAL DIRECTION OF: the Vice President for Programs (VPP).

TASK LIST

AGENCY PRIORITIES
  1. Promotes a “sense of agency” with staff.
  2. Supports a communication process that reflects the Idaho Youth Ranch (IYR) Mission, agency values, and includes clear expectations for staff and residents.
  3. Ensures staff perform their duties in ways that assure community protection.
  4. Ensures residents are held accountable for their past and present behaviors. Also ensures staff are held accountable for their job performance and conduct.
  5. Ensures residents and staff have opportunities for competency development.
HARBOR HOUSE SPECIFIC TASKS
  1. Provides direct supervision of program staff. Ensures staff job responsibilities and assignments are coordinated.
  2. Ensures treatment is provided to residents in accordance with: IYR Mission, Treatment Philosophy, policies and procedures, accreditation standards, and other established guidelines approved by the VPP.
  3. Ensures that the program operates within budget limits.
  4. Ensures that the facility is well-maintained.
  5. As directed by the VPP, develops and maintains working relationships with individuals, agencies, or departments relating to the facility and/or its residents. Represents IYR in public presentations, or discussions pertaining to agency operations, needs, programs, and/or policies.
  6. Performs other duties as assigned
STANDARDS FOR FACILITY MANAGER, HARBOR HOUSE, TASKS

AGENCY PRIORITIES

TASK I. Promotes a “sense of agency” with staff.

  1. Ensures staff understand that they are part of the larger agency. As an agency we share a common vision and purpose.
  2. Ensures staff understand that they are part of an agency-wide continuum of services that must be utilized for the maximum benefit for residents.
  3. Ensures that staff understand that they are part of a larger system of care that may be utilized for the maximum benefit of residents.

TASK II. Supports a communication process that reflects the Idaho Youth Ranch (IYR) Mission, agency values, and includes clear expectations for staff and residents.

  1. Ensures the VPP is informed about events, activities, and situations affecting the operation of the program.
  2. Ensures that information received from the VPP, COO, and President is effectively communicated to staff at all appropriate levels.
  3. Foster a work environment where values, information, and ideas are freely and openly exchanged.
  4. Effectively communicates IYR values, goals, and objectives.

TASK III. Ensures staff perform their duties in ways that assure community protection.

  1. Ensures that clients accepted for service have needs and risks consistent with program parameters.
  2. Ensures staff achieve community safety through consistent application of limits and structure for youth.
  3. Promotes the value of community with residents through service learning opportunities.

TASK IV. Ensures residents are held accountable for their past and present behaviors. Also ensures staff are held accountable for their job performance and conduct.

  1. Ensures staff emphasize the concept of personal responsibility with clients
  2. Ensures staff effectively utilize youth empowerment principles as the primary agent of positive change for clients.
  3. Utilizes the performance evaluation process as a constructive tool of supervision and staff development.

TASK V. Ensures residents and staff have opportunities for competency development.

  1. Ensures that residents have opportunities to develop knowledge, skills, and abilities that will help them develop positive coping skills.
  2. Ensures that residents have opportunities to develop interpersonal skills that will help them establish and maintain positive relationships with others.
  3. Ensures that staff have opportunities to develop the knowledge, skills, and abilities that will enable them to perform their jobs effectively and efficiently.

HARBOR HOUSE FACILITY MANAGER SPECIFIC TASKS

TASK I. Provides direct supervision of program staff. Ensures staff job responsibilities and assignments are coordinated.

  1. Ensures that all new staff are properly oriented to their job.
  2. Ensures that all staff complete necessary certification (first aid, CPI, CPR), and remain certified during their employment.
  3. Ensures staff are regularly receiving training and information to help do their job effectively. Keeps documentation of training staff receive.
  4. Hires, evaluates and terminates staff
    1. Recruits and interviews prospective employees. Performs reference checks.
    2. Ensures maintenance of accurate personnel records.
    3. Recommends approval/denial of personnel issues including promotions, education benefits, and salary adjustments.
    4. Follows prudent disciplinary guidelines. Engages staff in corrective action measures, and terminates staff when necessary. Utilizes both written and verbal communications.
    5. Approves/denies vacation, sick, and compensatory time off.
    6. Ensures that performance of each staff is evaluated at the end of their first six months of employment and annually thereafter.
  5. Ensures 24-hour coverage of the program.

TASK II. Ensures treatment is provided to residents in accordance with: IYR Mission, Treatment Philosophy, policies and procedures, accreditation standards, and other established guidelines approved by the VPP.

  1. Ensures casework, counseling practices, educational program, and documentation meet standards as established by licensing, accreditation, and agency guidelines.
    1. Ensures client intakes, orientation, and discharges are well planned and include input from necessary parties. Consults with Placement Administrator and/or VPP as needed.
    2. Ensures that youth empowerment principles and strengths-based counseling approaches are utilized.
    3. Ensures that clients are routinely provided with meaningful service learning opportunities.
  2. Formulates case plan goals with the referring agency or party, client and their family, and uses the staffing team approach in determining and reporting progress toward goals and discharge.
  3. Assures written strategies are designed to improve client participation and achievement in the program. Ensures implementation of these strategies.
  4. Establishes and utilizes routine case file audits at least monthly.
  5. Reports monthly to the VPP on the status of the treatment program.

TASK III. Reviews and approves annual budget recommendations. Submits recommendations to the VPP. Effectively manages revenues and expenditures.

  1. Ensures budget recommendations are submitted on time and in proper form.
  2. Ensures statements of justification are complete and supported by experience and/or anticipated needs.
  3. Ensures revenues and expenditures are coded to the correct cost centers.
  4. Ensures budget compliance.
  5. Makes expenditure adjustments as required.

TASK IV. Ensures that the facility is well-maintained.

  1. Assures that grounds, physical facility, and all vehicles are sufficiently kept and maintained.
    1. Ensures facility and vehicles are free of safety hazards.
    2. Ensures inspections (e.g., fire, health) are up-to-date and recorded.
    3. Assures maintenance is performed on a regular basis.
    4. Promotes value of orderliness and cleanliness of facility with staff and residents.
    5. Reports need for building, vehicle, and equipment needs/repairs to VPP. Maintains plan for facility upkeep and improvement in conjunction with VPP.

TASK V. As directed by the VPP, develops and maintains working relationships with individuals, agencies, or departments relating to the facility and/or its residents. Represents IYR in public presentations, or discussions pertaining to agency operations, needs, programs, and/or policies.

  1. Communicates with referring parties on a regular basis.
  2. Defines common objectives with agencies relating to the program and residents.
  3. Regularly participates in activities and opportunities that inform the public about IYR programs and services.
  4. Implements and engages in processes and activities that ensure the Harbor House is responsive to referring parties and the surrounding communities.
  5. Responds effectively to the complaints of referring parties.
  6. Utilizes service-learning projects as a method for public awareness of the Harbor House and IYR.

TASK VI: Performs other duties as assigned by the VPP and President.

  1. Responsible to provide coverage of assignments within other IYR programs during periods of crisis and/or emergency caused by personnel or funding shortages.
  2. Alerts the VPP about special incidents and problems in a timely and appropriate manner.
  3. Completes other tasks as assigned by the VPP and/or COO.
